Of course it is, but in practice they are both limitations. When a non mobile developer user looks at these limitations, they generally just look at the actual ranges of applications available to them in practice. The theoretical freedoms the libre way grants them frankly puts very few apps on the table in practice. It's great in theory, but it just doesn't come up with the goods.
