If you look at the ratio of test/positive people, and assuming that lower the ratio more wide spread testing is, Japan isn't doing bad. I don't remember exact numbers but when I looked at the numbers recently it was something like 3.5% for South Korea, 17% for Italy and 5% for Japan.
