People don't press charges for lots of reasons. You are picking one and ignoring all the rest because it fits comfortably in your worldview.

Their own statement at the time said:

As noted previously, our interest was in securing the content. Once this was achieved, we had no interest in this becoming an ongoing legal matter.”
