It is easy to imagine the need to modernize, and bring up to date certain material requirements as well as security requirements; to bring it more into line of all secure facilities likely played a significant role.

You don't spend 1 million on a toilet seat, and not expect reasonable people to question the expenditure or credibility if you have half a brain.
