But I guess given the amount of bandwidth that goes into regularly updating mobile apps, I am not sure people will opt for it.

You can mark an app to auto-update on the google play store for Android. It's opt-in by the consumer

Android is now supposed to do updates with binary deltas rather than full reloads, which should help a lot with the bandwidth issue.
