That assumes a level of competence that Trump and his people do not possess. They're talking about some positive discussions and major trade resets with China already. None of that lends itself to setting up scapegoats. My prediction is they'll announce some great deal negotiated and a huge win for America which will in fact be double speak for just standing down the tariffs.

Also, if they really did want to find a scapegoat and introduce emergency powers, they'd be manufacturing some sort of illegal alien 9/11, rather than an obviously self inflicted recession
