The thing to keep in mind about the RCMP is that they're complicated. They need funding and want to exert more visible control over the problem space. I'm not Canadian and my Canadian friends say the RCMP can be amazingly cool and simultaneously unbelievably reactionary. Beating up students uncool, and doing seriously good quality research in social science around drug use.
I read this article in that spirit: do I think this is a good future risk analysis? Yes. I think it paints a frighteningly plausible picture of society with continued income decline and climate related strain, and loss of territory assumed to be exploitable "virgin lands"
But I also think the RCMP probably wants more cool APCs with sonic or RF cannon and rubber bullets less prone to breaking down in storage and to replace some materiel stocks used up, and get faster desktop PC's.
Doesn't hurt to stock up, right? What helps stock up? Make politicians scared of future civil unrest.
