This is something that from my experience Apple has done for some time, which is to re-ask questions like iCloud, iCloud Drive, Setup Assistant etc.

Microsoft have been doing this as well.

Unless there are changes to those functions that require it to check you again, I feel it is a ditch effort for them to try have those features re-enabled again
