You're missing the key phrase. "Says it will". Companies, of course, say all sorts of things. Sometimes, those things come to pass. But not really all that often.
Apply said the same thing the last two election cycles. They seem to be eternally indicating they're investing multiple hundreds of billions in the US. What they actually followed through on, is what I want to know.
