Good luck enforcing that. If it were a paid product you might be able to ban selling it. But the weights are freely available on the internet. There is no practical way to ban it, short of scanning every storage device in the country to check if it's there, which is not really possible.
I am also curious if they used any probing or watermarking of their models to detect this.
