I have sympathy for them, b/c it is actually a catch-22. one rogue prescribed burn can cost millions and millions. meanwhile forests keep burning in unplanned ways.

Technically a risk-asymmetry / dilemma, not a catch-22, which is when to take some action you need to have already completed the action.
