this is just about the dev kit they tried to make themselves. turns out there's expertise needed to make, ship and support and actual entire system.

This is probably a money losing business for the unit. Qualcomm needs to pay manufacturers a lot of money to get it going. I am not sure Qualcomm cares enough about that.

It wouldn't be marketed as a devkit. It would be sold the same way nuc and mini PCs are sold. There is a market for them.
