This is a pretty nice list. I can confidently say that no CTO I have ever worked with has used something like this to lead.
There's two CTOs I have worked with.
The first one is a somewhat technical manager whose skills have atrophied to a point of uselessness, but they have heard the buzzwords and they read the tech magazines and their golf buddies are going to be so pleased that they are doing insert tech initiative.
The other one is a direct yes man to the CEO who is looking for a rubber stamp on the worst ideas possible, there's no visible pushback, just acceptance that the next 18 months are going to be flushed down the drain. No technical skills required, just speaking in a slow, stentorian tone about how we can all be better.
