Vagrant/VirtualBox was a heavy heavy part of tech support workflows 5-6 years ago, since it gave you a way to effectively script consistent, quasi-reproducible scenarios _including reproductions of wacky customer network and storage topologies_.
That's not as important anymore, I think, since wacky network/storage topoligies are now mostly wacky k8s topologies in stuff like helm charts. But I imagine that old use case isn't completely gone.
