Like problem sets which involves using those tools to solve. The environment would have to be interactive though. Not a written problem set but some network of containers that exhibits the problem. That's how one gets the experience. Think: leetcode for networking. I would pay for that.

mininet [1] can be used to emulate networks on a single computer. It is used to teach networking concepts.
