My understanding is that it can't be branded Thunderbolt 4 because it only supports one external monitor, but that it's effectively Thunderbolt 4 in every other respect.
The technical explanation for the limitation of the built-in display support is that the base SoCs have one Thunderbolt bus that supports 2 display outputs, one of which is used by the integrated display.
