“…the Parliamentary Assembly of the Council of Europe (PACE) has urged Poland, Hungary, Greece, Spain and Azerbaijan to promptly and fully investigate all cases of abuse of spyware use… also called on other member states which seem to have acquired or used Pegasus – including Germany, Belgium, Luxembourg and the Netherlands – to clarify their use of it…”

Well, the Greek government was certainly using it so it will be easy to investigate themselves. I am sure the investigation will be transparent, impartial and will certainly discover and punish the guilty /s^2

Thinking about it, it's certainly not a coincidence that PACE is asking these specific 5 countries. They are all tier 1 democracies. Surprised Italy isn't in the group

So use is allowed but abuse it is not.

And since when is Azerbaijan in EU ?

Europe ≠ EU.

The Council of Europe has 46 member states, including all 27 member states of the EU.
