Maybe the people share some responsibility here? Seems like Apple tried again and again but none of the pretty powerful tools attracted enough following to be worth maintaining. If they did, they would be improved with every release and fix early shortcomings.
By contrast, MS-DOS batch files were far from powerful, but everyone had a few to automated repeated daily tasks. Seems to be just loss of any willingness to do a little upfront work for long term time savings.
