You would have to pull a whole TLD if you're removing something from the root zone.


Given that the floodgates on new TLDs are opening, it seems quite possible that a TLD operator could run afoul of the law and put thousands if not millions of domains at risk.

No, if you look at the byzantine gTLD application process and the history of .xxx it would be hard for anyone to get .torrent.
