Maybe it's because Facebook's "move fast" culture, enforced by their performance review processes, isn't conducive to making a "halo" product. Apple's more authoritarian culture has its downsides, I'm sure, but one upside is that engineers don't have to take detours twice a year to produce intermediate results that will survive selfish criticism from their more short-term-focused peers.
