I don't know what "generate HTML from text" means, HTML _IS_ text.. so.. notepad is disqualified too I guess? Since that generates HTML files from text if you save the file with the .html extension ?

If it's not obvious, they just don't want you to generate HTML, they want you to write it.

The key word you're ignoring is "generate."
