Seems like it could indeed be the official account of Arabic Euronews? I can't find sources to be 100% sure though. EDIT: It has euronews videos that were uploaded in 2012 (likely there are some older ones). Does look like a hacked youtube account. EDIT 2: See lzooz's reply. It likely is the official Euronews arabic account.
