I like how this implies the existence of 'load-bearing todos'.
Not the more famous load-bearing bug, where other components are built expecting the bad behavior, but mini implementations of the needed behavior elsewhere in the system.
If the todo had been done, those mini imps (probably) wouldn't exist. But now that they do, completing the todo is less necessary / actively harmful.
