"Fix it later", "TBD", "TODO" code should be treated as non-foundational scaffolding. Sometimes you've got to erect a temporary structure in order to get the ball rolling on building the rest of the house. Just remember to tear it down at the end.
I mean it’s usually not something that sees a lot of change. Do you really need to go fix it if it’s been fine for 2years?
If something isn’t changing often and thus not looked at often, I’d argue that maybe that effort is best spent on more core parts of the system.
Yeah it’s a bit sad that the logging service isn’t running at max capacity but no one really cares. It’s fine
