Definitely true. Candidates can often use archive.org to evaluate how long a position has been listed. If it's more than a few months, it's most likely not a real position. (Where real position means they are actively trying to fill it by doing things such as replying to inquiries, phone screening, bringing people in to interview, and extending offers.)
