How are people supposed to drive (or walk on the street for that matter), with large number of street population under the influence of various drugs?

Psychedelics are not a street drug. The majority of people struggling with addiction use crack cocaine, crystal meth, and opioids. Those are not decriminalized (technically).

they already do with all the people consuming alcohol, nicotine, etc.

Carefully and with respect for others’ lives.

How about walking? Is your advice to people of San Francisco and visitors to walk “carefully” on the streets?

Someone asked about driving.
