You’re asking for an open network and then putting restrictions on individuals right away by saying they can’t use blockchains on it. Some people want to use blockchains (or any other technology) and an open network shouldn’t put restrictions on how people participate.
A blockchain-free protocol is not a protocol with "no you can't do anything blockchain related on this" restriction. A blockchain-free protocol is one where the protocol itself does not involve a blockchain. Like HTTP, or FTP, or Gopher, or IRC, SMTP etc.
But it shouldn’t itself be based on blockchains. That is, if you want to use them, that’s fine and up to you, but if you don’t want to use them, then that should also be a valid choice. The core technology shouldn’t be based on blockchain and should work just as well without.
