This is unrelated to encryption. Telegram is still encrypted, otherwise you wouldn't need to ask them.



It's not end-to-end encrypted. Of course the communication between the client app and the server is encrypted using TLS.

But this allows Telegram itself to see the content of the conversation when it arrives on their servers. This has piked the interest of LEA, who want continuous, real-time access to that information.
