This sucks for people living in California because water shortages are only going to get worse, but without some major advancements in technology it's probably too late to fix that in a reasonable way.
A lot of people living along the coasts are going to have to accept that they're on borrowed time and eventually they'll be forced inland. Development and investment in areas where we expect major storms and frequent flooding to occur just doesn't make sense. Climate change really doesn't give me much hope for the future of CA or for a lot of the western US where desertification and high temperatures could put real limitations on those areas sustainably supporting large populations.
If folks living in California ever get sick of the rolling blackouts/brownouts, the wildfires, the lack of clean water, the high temperatures, the earthquakes, and the public defecation they should probably be looking at moving into "flyover country" where those things are very uncommon. There are still plenty of places left that have lots of water, power, and reasonable outdoor temperatures.
