I'm sure there are some more technical oceano-/limnogrpahical reasons to distinguish them too. Otherwise, they certainly seem like it especially when you're beyond the sight of land.

The great lakes are filled with species of fish we associate with salt water, however.

Steelhead, Salmon, Lampreys, Goby, Sturgeon, Cod (burbot), Drum
