This is victim blaming on an unprecedented scale. The average russian has zero control over the actions of the dicatorship, and thus can't be held accountable. Collective punishment for the actions of few is always wrong, especially when the collective has no control over the situation. It’s naïve as hell to think the Russian people aren’t complicit in their government’s actions; Putin is not a dictator, and he is not the only evil actor in Russian government.
Collective punishment for the actions of the collective is not wrong, but a great way of meting out justice to those who have acted morally wrong, as the Russian people have.
