I would say that it's a reimplementation of a given computer (or, sometimes, the first or only implementation) using an FPGA as the materials instead of discrete components and PCBs. An RPi or other software emulations will use the host's IO to present the same behavior of the original hardware when, in FPGA, there is no host apart from minimal support electronics and interfaces around the FPGA.
