No. Seriously. It's not allowed to have that in terms of the consent dialog which is displayed upon the loading of the site, but it is allowed to say or all nothing*.
So basically, you will get the information about data usage and all, but you have to give full consent, or you won't be able to see the content. Except: you log in and verify as subscriptor or similar (mostly monthly fees)
Thats the way to force people and they still can decide, whether to pay (monthly, or one time pay) or sell their data.
* that "all or nothing" is usually visually differentiable from the cookie consent. It's more like a paywall which gives you the chance to view the content in exchange of your data
