We do not know all the details. We know neither contract nor do we know what disciplinary actions and other communication happened. The title and position sounds better but it seems he lost direct disciplinary power and his closeness to the top also implies supervision from the top.

Disciplinary matters are secretive and highly individual. Cases from the outside may look different from the inside. Unless there is a pattern to look the other way I’m inclined to give Google the benefit of doubt.
