It is concerning that Google, Facebook, et al can, in a totally opaque manner, change what billions of people will discover on the internet.
I don't know the legal niceties here. Regulating these companies as utilities may be a stretch but perhaps Congress could force them to be more transparent about how topics/pages/etc are ranked and particularly about specific decisions to boost/de-boost certain topics/pages/etc (assuming those decisions are being made).
