The infection rate in the US is so high that the average arriving international traveller has a lower chance of being infected than the average US resident. What exactly is the point of this? Constitutionality aside, you would literally make a bigger impact on mitigating the virus spread by testing random people on the street. Like DUI checkpoints or stop-and-frisk but for covid.
