I had issues like this in May of last year in Chrome on Windows 10. Oddly it happened most frequently on TravisCI's website, and I thought at first that it was a TravisCI issue!

It turned out a Windows updated over night and replaced my AMD driver with some old compatibility driver. After updating back to the most recent driver the issue went away.
