This is one of those questions that ultimately comes down to the exact definitions you use for everything, because the commonly-used interpretations won’t cut it. Same bucket as questions like “does free will exist?” (define “free will”)

I started writing a longer version of this comment but I think that a core part of the question is whether “randomness” is an epistemological convenience, a statement about “order“ or “rules”, or something else.
