Would it be possible to run the flash plguin/runtime in wasm to get the benefits of flash (easy to produce, a lot of legacy content) with the sandbox of wasm?

That is only up to Adobe or the developers of that other OSS flash runtime/reimplementation.

Not too sure. You can probably lift it to LLVM bitcode, e.g. with [0], and compile back to WASM. But yes, not sure of the specific the DLL calls.
