I mean if (1) what you say is true, (2) you have the know-how and ability to navigate such structures, and (3) you can build a team that closes these deals, then I'm positive Twilio would spend a small fortune to hire you. Sort of a roundabout way of saying that since Twilio is currently dropping the ball... they're not apt to pick it up now.
