No, "user" means someone who can initiate meetings. The Pro Plan ($15/m) allows up to 100 attendees per meeting. So twice the limit and 30% cheaper :-)

When the mean attendees, they are talking about people who have full listen and talk privileges? Not just people who are listen only?
