I don't think they should call it "rationality", it's kinda loaded term. I think better would be to call it "critical thinking".

Edit: Not sure why I was downvoted. I referred to this part:

"R.Q. would measure the propensity for reflective thought — stepping back from your own thinking and correcting its faulty tendencies"

That's almost a perfect definition of what critical thinking is - being critical to your own thought.
