Perhaps. Amazon Videos and Pornhub Premium are both free in Italy, for example. I don't see anything about Netflix being free there, though.
I'm from Poland, a country which has one of the highest percentages of adblocker users.
Most pages adapted to it by either doing nasty tricks to bypass them, or just slapping an unclosable popup telling you to disable your adblocker...

On the surface it seems like a great idea to allow third party apps, but in practice it actually leads to a degraded experience, viruses, and vulnerabilities, as evidenced by the editor’s note at the top of the article recommending against doing what the article is saying.
