By strict definition it is a startup. By practical definition, this is just a small business. Startups typically intend to scale.

In my mind, I think of it as the “farmers market test”

* small or hobby business - you personally make and sell your items at the local farmer market.

* startup - you might sell at the farmer market, but you also have a factory that distributes and ships.

This is such a terrible take. In any market with Chicken or Egg problem, someone needs to move first. Sure, they could have been more conservative in their approach (easy to see in hindsight), but to say they jumped in "without thinking" is pure nonsense.

You mentioned learning react and some other frontend tech. If you want a quick website, ignore those too and buy some theme with a known base (bootstrap). Then change the contents only, and not what it looks like.
