Solution is extremely simple, fly the candidate out for an in-person interview. A one-time plane ticket is a tiny expense compared to paying for the company to be a fully in-office operation, or paying a fraudster's salary.
Onsite interviews were a normal practice just a few years ago.
I agree, but as a non-American I wouldn't want to travel to America for anything work-related at the moment without a business visa, and the hassle of getting one would make hiring foreign workers much more of a chore.

The article you linked says that Chiquita was extorted into illegally paying money to a Colombian death squad, who also murdered people, and were ordered to pay restitution to the victims' families. It doesn't say that they paid the death squad to murder people on Chiquita's behalf.
My family leaves me alone when I'm on a call, but feels free to interrupt if I'm quietly working. Sometimes, I enjoy the company, so I don't want to tell them to never do this, but I also sometimes need focus time. The sounds of a call provide an audible signal that This Is Don't Interrupt Dad Time.
In other words, for at least some people, it's not pretending to work so they can slack off, it's pretending to be in a meeting so they can actually work.
I imagine that in-office workers with disruptive coworkers might want to do something similar.
Yes, resonates! I don’t get focus time at home, most probably because I don’t define my own boundaries well enough towards my spouse and kids. Calls are a clear boundary for them. I work in a coworking now to avoid solving the boundaries problem.

No homeschooling family I ever met has set hours, and most spend far less time than that daily. Schoolwork takes a lot less time when you cut out the crowd control, distractions, “pledging allegiance” and other nonsense
