Collaboration with peers is much more organic and fruitful when in person. Not to say it isn't doable remotely but, his sounds more like a corporate culture issue.
It's all about going to production without engineering time and automation data prep and marshalling, and governance. This is low-value "hurry up and wait" work that isn't data-scientists-doing-data-science.
