This kind of thing happens all the time in the scientific instrument market as well. In some cases it's justified - many instruments/sensors have near endless customization options. But much of the time I've been asked to call for a quote even for simple things like industrial sensors. I can understand not having an exact price, but it seems like in this day and age it's shooting yourself in the foot not to have some kind of ball park price listed online.
