Android Chrome 99 expands Certificate Transparency...
At least one country that I heard of (Kazachstan) requires everyone to install a cert issued by the gouvernement that enables them to do this kind of MITM spying on users. That could be the argument against allowing user-installed certs.

All three times (2015, 2019, 2020) the Kazakh government tried this the cert was blocked in major browsers.

So all this is going to do is break the Internet for a whole country. Or at least those that use Chrome and Android.

If Android + Chrome is the majority of computer users in the country (which it probably is), this might force the hand of the government
